NHS Property Services owns and manages a £3 billion property portfolio comprising more than 3,500 properties across the UK, including health centres, GP surgeries, hospitals and office accommodation. With a significant proportion of occupancies historically undocumented, NHS Property Services embarked on a national lease regularisation programme to establish clarity around space use, ownership responsibilities and rental charges.
Plowman Craven was commissioned to support this programme by delivering standardised measured building surveys and floor plans across more than 2,000 properties, enabling consistent, accurate and digitally managed estate data.
Over half of NHS Property Services’ property occupations were not formally documented, creating uncertainty around space attribution, lease arrangements and rental costs.
The client required a consistent, repeatable methodology to measure, record and manage space data across a highly varied national estate.
The scope included measured building surveys, production of compliant area calculations and digitisation of records, delivered across multiple phases over three years, while working with multiple stakeholders and regional teams.
Plowman Craven delivered a structured, phased programme of measured building surveys and digital data capture, aligned with RICS 6th Edition Code of Measuring Practice and Guidance Note 60 for medical premises.
To ensure consistency and stakeholder understanding, a detailed project guidelines document was produced at the outset, alongside presentations to NHS Property Services teams explaining the methodology and requirements.
Surveys were undertaken across approximately 2,500 properties, with outputs digitised and integrated into NHS Property Services’ property management systems to support long-term estate management.
Standardised floor plans and area calculations provided a single, consistent source of truth across the estate.
Accurate Net Internal Area calculations enabled NHS Property Services to formalise leases and agree space usage and rental costs with occupiers.
Digitised and accurate space data allowed vacant or underutilised areas to be identified for letting or disposal, generating potential income for the NHS.
Digital documentation and structured data improved the sustainability, efficiency and accessibility of property records.
